  • Slightly increase the % chance that it hits
  • Up the lower bounds of its damage range
  • Make the -hp affect equivalent to the damage done, not just a share of it.

This skill doesn't work often enough, even when you've got it at 100%. Also, the -hp affect it has is pretty inconsequential, given that if your enemy has enough time to run away and heal up, he'll probably have enough time to simply let the effect go away. It has a very marginal utility in that it can be semi-useful against people with heals directly available to them (i.e. water scholar companion). If the -hp affect was equivalent to the damage done, then this would immediately become very useful, as it would be a great way to attack classes capable of healing themselves.
