Raider Canyon Amendments

New additions:
- Make it so that the suspension bridge can be cut
- Wizibot that tells new Raiders how to do things in the Canyon
- Nefortean Spymaster
- Payment, sends two hooded rogues out that scout the player for a given amount of time
- Upon their return, a note is sent to the player
- Alignment, ethos, PKs, etc. To be figured out in detail.
Revisions:
- Continue balancing out the guards, including the vault guards
- Continue redescing the canyon
- Fix the gambler
